This article revises some of the author's earlier work albeit taking a more limited look at evidence of trading weakness. It seeks primarily to look ahead at immediately discernible needs, and to suggest what response is called for in the 1970s. In so doing it will probably join the long line of would-be reformers.

This perspective piece was sparked b an address by the vice-principal of Ruskin college at the Society of Co-operative Studies conference. It is not intended as an appraisal of Mr. Hughes' paper but are an expression of protest against the repetition of the proposition that all that ails the Movement can be put right by constitutional changes and the creation of giant-sized societies.
